On Friday, France witnessed its third major terrorist strike in less than two years. A truck mowing down 84 people in Nice followed the attack on the Charlie Hebdo cartoonists in January 2015 and the near-simultaneous raids on a football stadium, concert hall and restaurants last November.

The Killer
The scale of casualties, the chilling mode of execution and the frequency of attacks prompts questions about why France has become such a vulnerable target. However, understanding motivations for terror attacks is a complex subject that has no scholarly consensus.
Experts generally point to the following reasons:
First is the availability of French extremists radicalised by the so-called Islamic State, the terror group that has ravaged Syria and Iraq since 2014.
According to the United Nations, the Islamic State of Iraq and the Levant (ISIS) and the al-Nusra Front have managed to attract recruits from over 80 countries; around 1,400 are from France and many are believed to have returned home to fight the French State.
Secondly, is a strong ideological impetus for such an attack.
According to anthropologist Scott Atran, attacks in France are consistent with ISIS’ head, Abu Bakr al-Baghdadi’s call to his followers to “erupt volcanoes of jihad everywhere”. He also points to an ISIS manual titled The Management of Savagery / Chaoswhich talks of hitting soft targets, striking when potential victims have their guard down and the need to draw the West into a direct war through terror attacks. Atran writes that “a key tactic in this strategy is to inspire sympathisers abroad to violence: Do what you can, with whatever you have, wherever you are, whenever possible”. He says ISIS radicals are driven by “sacred values” with notions of overturning world order and establishing a caliphate that appeals to young people seeking purpose, significance and brotherhood.
Thirdly, and more immediately, the Nice attack could also have been a way to deter more French airstrikes in Syria.
A day before the attack, which coincided with Bastille Day (French National Day), President Francois Hollande announced that France would be redeploying the Charles de Gaulle aircraftcarrier later this year “to strike and destroy those who aggressed us here”. The carrierhad previously conducted airstrikes against ISIS targets in Syria from November through to March.
Apart from such worldview-oriented and tactical considerations, what happened in Nice is likely linked to a fraught social climate in France that has developed over decades.
Religious extremists are able to exploit the deep sense of discrimination and exclusion that minorities experience in France. Waves of immigrants from former French colonies in North Africa and West Asia were, for instance, settled in “underfunded, distant suburbs”, called banlieues, which have come to connote slums marked by poverty and lack of opportunity. The discontent of young French citizens of Arab or African-origin is well-known. The French Prime Minister Manuel Valls has referred to the “territorial, social, ethnic apartheid”in France and mentioned that people face “social misery and discrimination on a daily basis due to having the wrong name, the wrong skin colour, or even simply for being a woman”.
“We have to look at the reality of France in the face”, he said in January 2015.

Commentators also say that France’s state secularism compounds the problems that economic exclusion creates.
The European nation is known for its anti-clerical tradition and its habit of ridiculing religion. It has a long tradition of keeping church and State apart. In 2004, a ban was imposed on veils, crosses and yarmulkes, and in 2010, the Senate banned the public wearing of veils, including the niqab. These have been the kind of symbolic issues that extremists have been able to capitalise on in the backdrop of impoverishment.
Recent actions by the government have worsened social tensions
.
The Truck Which Took 84 Lives
A state of emergencywas imposed last November that empowered local officials to impose curfews, limit freedom of movement, put suspects under arrest at will and search houses without warrant. The government is under a lot of criticism that these powers have been misused. According to one account , “there is mounting evidence to suggest that security forces are overstepping their bounds, implicating people with no connection to terrorist groups and targeting others based on little more than mosque affiliation or social media posts.” Ethnic profiling by security forces has reportedly intensified which inevitably feeds extremist agendas.
Groups like ISIS stage such horrific attacks at sensitive junctures to provoke extreme counter-reaction from the State, using this to recruit more young people and further their apocalyptic project.
KULIM: 120 years Hindu temple in Mahang were desecrated just three days after Penang saw a fourth temple in the state vandalised.
The temples, which are believed to be more than 100 years old, are located about 4km apart.
The caretaker of the Sri Maha Muthumariamman temple in Mahang found that a 0.9m-high statue of a deity had been removed from its original spot and smashed.
The incident happened at about 9am on Tuesday.
It is believed that the culprits had entered the temple premises through an unlocked gate.
The second incident at the Suba Sri Sakthi Kanagavalli Temple in Tong Hurst Estate, Selama, was discovered by the temple caretaker at about noon on the same day.
The caretaker found that the wooden door leading to the main hall of the temple was open and two statues were broken.
It is learnt that the statues were of the main deities there.
Jewellery kept beneath the statues at both temples was also missing.
Kulim Deputy District Police Chief DSP Barudin Wariso said both cases would be investigated under Section 457 of the Penal Code for break-in and theft.
Two suspects have been detained to assist in the investigation of both cases.
In the past two months, four Hindu temples in Penang have been vandalised.
The Sri Dharma Muniswarar Temple and the Muthu Mariamman Temple in Seberang Prai were vandalised last month.
On the island, the Dewa Sri Mathuraiveeran Temple in Kampung Sungai Nibong Kecil, Bayan Baru, also suffered the same fate early this month.
The latest case of vandalism occurred on Sunday at the Sri Muneeswarar Temple in Jalan Tengku Kudin, where three statues of deities were smashed.
In Ipoh, statues at the Sri Muneswarar Amman Temple were smashed in April
GEORGE TOWN: The suspect wanted for the brutal killing of four family members in Batu Maung near here on Wednesday was shot dead about 7.05pm today.
The suspect, identified as Chung Chun Wah, 32, was shot in front of a souvenir shop near the Kek Lok Si Temple during an exchange of fire with police after he was cornered.
Penang CID chief, Datuk Razarudin Husain said acting on a tip-off, a police patrol car noticed the suspect behaving suspiciously in a parked car.
When they approached the suspect, he opened fire.
He was later shot dead following the shoot-out with about 15 policemen who arrived at the scene. He was killed on the spot.
Razarudin said police recovered a 9mm semi-automatic at the scene which they believed was the same weapon he used to kill the family members.
"We found the suspect's identification card on him and with this we consider this case solved," he said.
The suspect was wanted for killing Toh Hock Choon, 50, his wife Tan Saw Sim, 55, their stepson Chung Wah Tong, 28, and the latter's son, identified only as Ah Bee.
Police, who received a report at 2.55am on Wednesday, found 11 bullet casings at the scene and based on a CCTV recording, all the victims were shot at close range.
Razarudin said the suspect is believed to have entered into an argument with the family when they refused to give him money for drugs.
The man, believed to be high on drugs, later returned with the 9mm semi-automatic pistol and fired 11 shots at the victims before fleeing in a Toyota Hilux belonging to Toh. The vehicle was later found abandoned at Kampung Baru, Bukit Mertajam.
"Toh was shot in the arms, hands, face and chest. We believe that he was either sitting or kneeling when he was shot," said Razaruddin.
Workers at the nearby poultry processing plant, which the victims owned, notified the police after hearing noise from the house made from converted cargo containers.
According to Razaruddin, the suspect has several past records involving drugs and weapons possession and used to sell chicken at the Air Itam market.
Apprentice jockey Chung Wah Thong has been shot dead in Penang, Malaysia in the early hours of Wednesday morning.
According to the Malay Mail Online, Chung was one of four family members killed at a chicken processing factory in Batu Maung, a small town in Penang.
It has been reported that Chung’s mother, stepfather and infant son were also killed.
The person responsible for the shootings is believed to be Chung's 32-year-old brother.
“A CCTV recording showed the suspect rummaging through things in the factory premises before he got into an argument with his stepfather,” Malay Mail reported senior policeman Razaruddin as saying.
“We believe when he shot the three victims, the two-year-old heard the commotion and came down the stairs where he too was shot,” he said.
The 2013 Sultan Gold Vase and the 2015 Selangor Gold Cup were among Chung's major winners in a career spent predominantly in Malaysia.
BUTTERWORTH: Three Myanmar nationals were found murdered at Lorong Nagasari here this morning. The three were believed to have been slashed to death in the 6.30am incident.
Another Myanmar national, meanwhile, managed to escape with serious injuries. State Criminal Investigation Department chief Datuk Razarudin Husain said the two murder victims and the injured person were occupants of a terrace house at Lorong Nagasari, while the other murder victim was not an occupant of the house.
"The four were believed to have been slashed by a group of men during a fight at about 6.30am," he said adding that the victims were aged between 26 to 30 years old.
BAYAN LEPAS: Four members of a family were shot dead at a chicken processing factory in Batu Maung here early today.
The victims have been identified as Tan Hock Choon, 50, his common law wife Tan Saw Sim, 55, and her son Chung Wah Tong aged between 27 and 30, and his two-year-old son named Ah Bee.
Penang Criminal Investigation Department chief Datuk Razaruddin Hussain said the incident happened at 2.55am.
“The victims were shot with a semi-automatic pistol believed to have been obtained illegally,” he told reporters here, adding, police also found bullet casings at the scene.
He said based on initial investigations, the act was committed by a close relative who escaped in a Toyota Hilux belonging to the factory operated by Hock Choon and Wah Tong.
It is understood that the victims were having problems with the suspect and often heard quarreling, allegedly over money.
“Police are tracking down a man in his 30s and a Toyota Hilux with the registration number, PLJ 7392,” said Razaruddin. -BERNAMA
